The Transformation Approach: Implementation, Development, Enhancement

Digital transformation of the health and care system is a top priority and urgently needed. Its structured, gradual, but ambitious implementation and further development and enhancement is therefore essential. The goals and objectives set out in the Digitalisation Strategy will flow into an implementation plan which will be regularly evaluated and adapted as needed. The Digital Health Agency currently being set up will be entrusted with related operational tasks.

To assist important decisions, create transparency in responsibilities and facilitate acceptance for the transformation, patients, people in need of long-term care, family members, healthcare providers, the science community, the healthcare industry, health insurance and long-term care insurance funds and other cost carriers must work constructively together. To facilitate cooperation, an ongoing format comprising working groups will be introduced. To aid the Strategy’s implementation, the working groups will identify potential for improvement in associated processes and technical systems, and develop constructive solutions and approaches.

The Digitalisation Strategy initially sets out short-term, medium-term and long-term measures to be implemented in the action fields of processes, data use and technologies and applications. The basis for implementation is provided by the associated implementation plans. Each course of action has a dedicated timeline, objectives and responsibilities. The successes achieved in the course of implementation will be evaluated in an ongoing process using suitable instruments, such as measuring the degree of digital maturity, and – were appropriate – backed up by KPIs. Based on regular reports from the working groups and national and international political, technological and social developments, the Strategy will be reviewed at two-year intervals and, where needed, further developed and enhanced in a participative approach.
